The memorandum, "Developments Affecting American Policy in the Far East", challenged many of the underlying assumptions of . policy towards Japan. The conventional wisdom held that Japan was the unprovoked aggressor in the brewing conflict with China. According to Arthur Waldron, MacMurray found that China in particular "systematically flouted the legal framework that alone guaranteed her international position, and by so doing invited Japan's wrath.
