Members of stateless nations may be citizens of the country in which they live, or they may be denied citizenship by that country. Nationality claims are often seen as zerosum politics involving incompatible conceptions of the polity. Nationalism and selfdetermination are seen as equivalent to separatism. Rethinking the concepts of nationality, selfdetermination, and sovereignty and placing them in a historic context allows us to treat them as more tractable and as a form of politics.
