While small adjustments and tinkering with the existing system was attempted in the 1970s, reforms of a substantial nature had to be introduced in the 1980s. During the 1990s, the relationship changed more radically, and this was reflected in the nature of the latest round of reforms.

This work has established itself as "the definitive description of the Hong Kong government and its underlying politics." It is a complete and systematic examination of the machinery of government within its social, economic, and cultural contexts, and has been substantially revised to take account of the changing context in which policies are being made as 1997 nears. The author details the most recent constitutional developments towards democracy, and describes the changes that will take place in the system of government in 1997 when Hong Kong becomes a Special Administrative Region of the People's Republic of China.
