Every era is, in effect, marked by broad currents of ideas that dominate the debates and reflections on Canada’s place in world politics. The first part of this book examined how domestic and global politics constrain and impel Canada’s foreign policymakers. Parliament occupies what Gerald Schmitz and James Lee have called a paradoxical place in the making of foreign policy in Canada. The paradox is that according to the theory of parliamentary supremacy, Parliament is supposed to occupy a central place in Canadian politics; in reality, members of Parliament (MPs) play a marginal role.

Allan J. MacEachen, a driving force behind social policy changes under two prime ministers, has died at the age of the 96 after a lifetime saturated with politics and parliamentary manoeuvres. MacEachen was one of Canada's most powerful cabinet ministers of the postwar era and held a variety of posts, including a term as minister of national health and welfare from 1965-1968 during the creation of medicare. As labour minister, MacEachen was also instrumental in reforming the labour code and establishing a new standard for the minimum wage
