This article is an empirical study that traces the Norwegian case of the formation of a ‘health as foreign policy’ agenda. The occurrence of zooplankton species, indicating a salinewater influx from the North Sea into the Baltic Sea in 1972, is described. Particular attention is paid to 8 species so far unknown in this region (Ectopleura dumortieri, Rosacea plicata, Tomopteris kefersteini, Aetideus armatus, Centropages typicus, Eucalanus elongatus, Metridia lucens, Electra pilosa).
