In writing this book I have sought to focus upon the two approaches of disarmament and deterrence as means by which a recurrence of chemical warfare could be avoided. I shall try to place the con-temporary debate on these issues within a broad historical and strategic context, and shall hope, thereby, to re-examine the tactical utility of poison gas, the chequered history of attempts to control its usage, and the problems which beset NATO in the maintenance of a credible deterrent.
