James Hacker, Cabinet Minister of Administrative Affairs. After the roaring success of Yes, Minister, Jonathan Lynn and Anthony Jay make another jab at the indefinable British humor. Hacker, who has hitherto presided over "23,000 administrators whose vital function it was to administer all the other administrators in the Administration," congratulates himself on cunningly conniving his way to the top as Prime Minister. In fact he is manipulated into place by his eminence grise and nemesis, Permanent Undersecretary Sir Humphrey Appleby. The corridor now leads toward Number 10, Downing Street, the (doubtful) seat of power.

Yes Minister is a political satire British sitcom written by Antony Jay and Jonathan Lynn. Split over three seven-episode series, it was first transmitted on BBC2 from 1980 to 1984. A sequel, Yes, Prime Minister, lasted 16 episodes and ran from 1986 to 1988. All but one of the episodes lasted half an hour, and almost all ended with a variation of the title of the series spoken as the answer to a question posed by Minister (later, Prime Minister) Jim Hacker.

James Hacker MP are too much of a one-note theatrical device. Hacker's idealism (naivetÉ?) comes into conflict with the entrenched bureaucracy as soon as he is named Minister of Administrative Affairs by a newly elected British Government. In episode after episode, he is constantly on the brink of disaster but always survives as a result of unlikely coincidences, connivances and sheer blind luck. The format becomes (as formats quickly will) transparently predictable.
